Licenciado en Derecho  (1980) y Doctor en Ciencias Sociales y Políticas (1990), contratado actualmente como Profesor Pleno (catedrático en régimen laboral -Mayo- 2012). Ha realizado labores como profesor e investigador en la Universidad del País Vasco desde 1984, primero en el Dpto. de Derecho Público y Estudios Internacionales y posteriormente en el de Ciencia Política y de la Administración, donde fue Director entre el año 2009 y  el 2011. Ha sido investigador-profesor visitante las Universidad de Bradford (School of Peace Studies-1986-87),  Hamburgo (Hochschule für Wirtschaft und Politik. Hamburg Universität 1996), y Nevada ( EHU-USAC-Nevada University 1999). Forma parte del equipo de investigación EKOPOL (25 investigadores)  de cual es coordinador y de la Unidad de Formación para la Investigación EMAN (60 investigadores) y  colabora en el Consejo Editorial de la revistas Ecología Política, VIENTO SUR y ZER. En 1995 y 1996 represento a los grupos ecologistas del Estado Español en la Oficina Europea de Medio Ambiente en Bruselas y se mantiene en la esquizofrenia de ser universitario y activista del ecologismo vasco.
